Force Field Analysis, application for resources identification

couple weeks ago, on my lecture in Resouces Social Welfare Lesson. Mrs. Ellya, my lecturer in Bandung School of Social Welfare said if the weakness of all practitioner at first practicum were never analized for the amnenability of the resource that had been identificated. but, after a little bit searching, I found if this tools was for "decision making", well, I must found if this tool was applicable in resources management.
